note: there are corporations not in DNS that are a part of these factions as they provide ringers and support. i.e. OSG

I guess what it comes down to, then, is CCP. It shouldn't be possible for the competitive core to "take a break" while continuing to reap the benefits of district ownership. Nerdier than thou
