I have been looking at different corp profiles and been seeing the standard tax rate of 10% and wonder why do these corps have them if they do not PC?
There is really not a big reason to put ISK into a corp wallet unless you PC or you are in Duna corp.
Why do you pay tax?
For none PC corp i feel the highest acceptable tax rate should be 3-4% IMO

Corps have tax for various reasons.
Corps like 'duna corp' and 'FACTION WARFARE ARMY' have tax so their CEOs can reap the benefits of new players who have no idea what is happening.
Some corps save up money from tax to eventually do PC when it 'fixes', or just hope corp battles come back.
First reason is legitimate, that's a good way of ISK generation there is no hidden meaning behind what is happening there, but i'm talking like real corps with dedicated members.
Second reason, is it right to be taking ISK from members right now for something that might or might not happen in the future?

How far should your corp have to go, if your corp been preparing for 6 months maybe it is starting to not be preparation anymore, but just farming ISK that your members could be using.

Or you keep building and building for month and have a rogue director just take everything you been saving and you did not even get to use any of it.
