Why can't my 300k SP dropsuit have almost as much EHP as a maxed proto suit?

Perhaps you just suck at DUST? No. Good players in maxed proto suits have enough EHP to spin around and enough skills to melt you before you can even put them into armor.
If infantry is like that, then why aren't tanks like that? All of my tanking experience and maxed skills barely make up for the fact that militia is on the same level as proto. If a militia tank sneaks up on me, good for them, but my experience and SP investment should give me the ability to turn around and pop them. However, it's just blap... "Oh ****, start turning..." Blap.... Boom. There's no chance for me to even fight back, whereas infantry can and kill their ambusher.

Infantry doesn't work that way, not in the slightest. I've slaughtered entire teams of PRO suits with nothing but a Basic CR and 300 eHP. I'd really like to know what gun your using that doesn't allow you to do the same. A Flaylock Pistol I presume? So basically you want your skill investment to be a win button against someone who got the drop on you, and is presumably better than you because of it? All while negating the need for situational awareness? Get Good Scrub. Lol, CR, the most OP rifle in the game. You make me laugh.
So, why am I unable to fit two militia light damage mods and a militia plate to my militia Caldari medium (equal to a Sica glass cannon) and expect to win almost every time I sneak up on a maxed proto suit, and even a lot of the times when it's a head on fight?
Because infantry doesn't work like that, and neither should vehicles. My Amarr assault alt is fine against most other dropsuits because it has 8 million SP and the experience to level the playing field. It should also take SP investment to bring down a good and maxed out tank, not a 0 SP militia glass cannon.
I'm not saying that it should be a win button either, but I should have no more than a second to do the right thing due to experience and investment so I can end up defeating the ambusher. Currently as it is, I have zero chances, unless the other person can't aim, which is rare.
