There could be a great EWAR dynamic if these things are balanced better with each other. So to summarize my thoughts here: scouts shouldnGÇÖt be able to tank like assaults (and some logis) and EWAR balance needs a little work.
We recently talked about our SP allocation. Basically we were very similar amounts only you had more in weaponry andI had more in dropsuit command. That was like 2 million SP ago. Since then I've continued to invest in more dropsuits.
First off, to say that a suit should not be able to brick tank is a horrible thing. You are outright denying one of the few strengths of DUST 514 by taking away customization. As someone that was fighting tooth and nail to have their suit(s) function, all I see is someone that does not understand the strengths and weaknesses of the role suits. I've been a Scout in PC since its inception. For OA and HS I was a Sniper, for TP I was a speed hacker, stealth uplink deployment, for AE I was a shotguner. I've been saying how terrible the Minmatar scout was from 1.0 to 1.7. I got the Minmatar suit to proto back during the nova knife challenge. 1.8 dropped and I immediately got Gallente, Caldari, and Minmatar Scout Suit Operation to level 5 You know what I miss terribly? My Assault ck.0 and my Assault ak.0 The people that never played the suit, when the scout community was desperate for the promised 'dev hugs' that were seemingly never coming, wanted to relegate the suit to a immobile active scanner.
This is a First Person Shooter. Everyone deserves to be able to shoot people. Saying "Scouts need to focus on EWAR" is like saying Heavies only get armor plates and shield extenders. Or Logistics only get equipment. Or assaults can only use shield energizers, shield regulators, and armor repairers.
Personally, I think you should be embarrassed by what you said here. Show me once where you were against slayer-logis.

Why was this seemingly absent from you for the last 12 months? Why is it still missing? The Caldari Logistics suit is a far better slayer suit now that they get a reduction to fitting cost on equipment and you don't feel like you're crippling yourself by not using a Rail Rifle.
Assaults are now, and have been, in a bad place. Please don't put the problem elsewhere. Please don't ignore that Logistics were and still are outshining Assaults.
From here, let us look at DUST's EWAR. We currently have 3 modules and 2 equipment that follow under EWAR: Precision Enhancers, Range Amplifiers, Profile Dampeners, Active Scanners, and Cloak Fields.
Take a look here, this is the scan table I use. It isn't nice and color coded likes haerr's but it is mine.
Look at those values. Compare the profile to precision. Without a cloak, the only suit in the game that can overcome Caldari Precision is the Gallente Scout. No matter how dedicated another suit is, they cannot compete with it. If they know someone is using 3 precision enhancers, at that point they have no need for scanning modules and just brick tank.
Look again, this time at the values including the cloak field when active. Again the Gallente Scout can avoid detection, but now by dedicating their low slots other scouts can as well. Still medium and heavy frames suits cannot avoid detection no matter how much they wish.
All scouts should be adapt at stealth. All scouts should have a way to overcome the passive and active scanning. If you adjust the values specifically because you think Gallente Scouts, which is essentially the only counter to Caldari Scanning, should be reduced in efficacy then remember that there are 3 other scout suits out there and 16 more suits that can never avoid detection.
