With the exception of the precision, you can acheive something similar rolling around the map with two scanners on a Saga. It's cheaper, tougher and you'll get WP from it too.

Unless it's damage modded, a Saga will survive a rail shot and the scanners leave enough fitting space for a light rep.
If the tanker can hit you twice then you either screwed up, or they pulled off a crack shot.
