so lets break up your life time skill points into a set of tiers an example is as follows.
tier Life time SP
1 1,000,000 2 2,500,000 3 5,000,000 4 7,500,000 5 10,000,000
that is just an example
so the queue system would work like this.
every time you queue for a match alone the queue system will look for equal tier players to match you with based on your tier alone. should you squad with another player and queue up, the system will then take an average tier level based on all members in squad and try and match you with the closest tier level squads/players in queue at that time.
new players would be able to queue alone and be placed against other new up and coming mercs just like them. or they can squad with a friend that is farther along then them and risk their neck and assets going against players of a higher caliber because their friend caused their average tier level to go above the new players own tier.
note: at a particular tier this will not stop proto stompers who have learned to specialize in one role only instead of trying to cover two or three with a single toon.

to further add to this topic it will help devs and players in looking at gear suits and modules for proper balancing as they will be able to see it in action against like meta items.

But yes I agree on the rest. the reason you do not base it on meta level of the gear alowd on the field is because if your skill points say you are a tier 5 and at that level you have a proto suit and advanced gun but you choose to down grade to cost then that is your choice/fault as the people you are being queued with will be right at your level and will have access to the same level of gear you do. never take away choice from a player. neer force them to one option or the other. allow them to choose to front a suit that stands skill wise with the rest on that field or play a lesser suit out of concern for cost.

Tiers of battles do not solve the problem you seem to think we have. If tiered battles were implemented you would still have max skill players for whatever tier joining the battles and "being unfair". I believe you have misinterpreted what the problem is, a lack of ability to decide what you want to do in game other than the 4 modes (sans PC, no one seems to be able to do that now, was someone "unfair"?). PVE, open world and other possible changes are out there that would be better fixes than a tier based system.
The reason I think this is that anyone with lv5 skills in any skill is better at what ever the module/suit/weapon is than someone with no skills or low skills. It doesn't matter if they are using Meta 1 gear, they are still more effective with that gear. Being able to do other things than just PVP would help fund the big PC battles or allow people to take a break from PVP if they are tired of getting tank spammed or proto beared, placing tiers on the battles just reduces the feeling like the battle is unfair, it doesn't actually give your team mates the ability to use advanced scouts to surprise an enemy or help you learn the value of intel the Eve way (having someone scout a system find a small fleet and jump them with a larger fleet or sneak around using a different route).
you do have a valid point with this reply but i do strongly feel there needs to be something for the new players be it a MUCH longer battle academy or something. the end game was never my focus for this post so i do see your point but my focus was more on the new players and lessening the learning curve to help them adapt and accept the game BEFORE they get completely and utterly destroyed on their 3ed or 4th match ever in the game.
