There's different ways of building your corp, generally your options are............
Take any players you can, quantity over quality
Take specific players who will fit in with your corps goals (My corps been doing this for months and the player base doesn't support this) so quality over quantity
Wait until the game is good enough to support a player base that offers what your corp needs, a long wait
Your other options are to simply do what most of the players do in this game, talk sht and circle jerk to where you want to be. Ultimately you are going to find out how full of ish people are in this game and probably quit eventually, iv been plating over a year and I'm going by what iv seen happen repeatedly. I'd have to be a complete idiot to think you'd be any different.
Also that player count is linked with eve on the startup screen, there's between 2k - 4k dusters online at any given time on average, most of which are already in corps and for a lot of players, dust is on the precipice of failure or success. Granted the game will go on until its run into the ground.
To save you a lot of wasted time as well. Planetary conquest is just a very time consuming and expensive version of skirmish with risk esque type mechanics but that's the end game and its basically owned by an alliance. There is no higher level of play at all, newbs with 25 mil sp will tell promises of how great this game will be and that there's a whole lot your missing. You are missing nothing but wasted time and a whole fk load of talking rather than fighting. So my advice for you is to simply come back to dust when you can actually do what you want and when it has a decent player base.

Lol, I can confirm iv kept whole teams in games before and gone 1-9, my k/d is 3.65. I'll be sure to whip out 1 of my 9 proto weapons rather than decent equipment when I see this guy in match. I have been a logi since the 24/1/2013.
There's combat oriented Logis and support oriented and iv been doing both solid, its much harder to be a support logi than combat logi, do you kill two guys or save 3............
