Tackle is always needed and while you CAN make noobie pilots tackle. It's only because that's all they can do at the time. When you reach the level we're competing at now the Tackle pilots and the Ewar Pilots have to be highly skilled. That doesn't always mean they get on kill mails. Just like the Logi pilots. However they perform a critical function for the fleet. EVE Character MP2008
