I've realized after my previous post (https://forums.dust514.com/default.aspx?g=posts&m=2068149#post2068149) that the CPU/PG for the scouts are incorrect because they do not favor the role of that certain scout.
With max Electronics and Engineering you get:
Amarr CPU / PG = 446 / 92 Gallente CPU / PG = 433 / 97 CaldariCPU / PG = 457 / 87 Minmatar CPU / PG = 480 / 81
Notice how the Gal scout has the most PG and the Minmatar has the lowest. However the Minmatar scout has 3 low slots whereas the Cal scout has only 2, yet the cal scout has more PG. Furthermore the Cal scout has 1 more High slot but has less CPU. The Amarr scout is the only one that seems balanced in terms of CPU/PG usage.
The point here is that if Minmatar Scouts are supposed to be speed based, why do they have the LEAST pg? Complex Kin cats require 15 pg each, which makes the fittings for Minmatar scouts very near impossible. It seems as if the Gal scout was meant for being more speed based because it has the MOST PG yet that is not it's defined role.
This means one of two things needs to happen, either Kin Cats need a reduction in PG and increase in CPU, OR the Minmatar scouts need more PG.

Considering the Caldari has more pg yet it has less low slots on the proto suggests the Minmatar Scout needs a PG Buff and CPU Nerf.

Both the Minmatar and Amarr should get bonuses to Bioitics- it makes the most sense, where Min should get speed and stamina regen, Amarr can get stamina regen and more movement speed.
