I did also state that this was an alternative but the point of the Minmatar scout is speed, if you reduce the PG of Kin Cats, then all classes will benefit from it, which is the same as if NONE of them benefited, we should be focusing on how to improve the Minmatar class only.Also what I don't understand is why the Caldari, which has more PG when it has less low slots on the proto, and why it has less CPU but more High slots than the Minmatar scout.

Yeah actually, don't reduce PG of kincats, give minmatar a bonus to fit them or do something along these ^ lines. These are better ideas for keeping balance in check.
