This is dust. You're bugs will never be fixed. And the lucky fixes that do happen, are soon to be replaced.
The replaced thing is typical for anything that's constantly updated. So I won't say that THAT makes ccp look bad. Its just that not fixing those bugs for months does make them look bad. The dev team is a small team though....and they do have to work on other stuff too, like the p2p market and pve....but if they ain't working on the big stuff while they haven't fixed the bugs well... Then they are bad and should feel bad.
Your post is making me facepalm very hard right now.

The suit isn't 'bugged', passive skills just aren't loading properly - it likely has something to do with the changes that they made to logi's.

I'm pretty sure it also effects all weapons. Did certainly effect my MagSec to some degree.

i don't think CCP understands. yyou spawn in with less shields, and no bonuses are applied because your CORE SKILLS aren't applying, meaning you don't get any bonuses from anything you skilled into.

You seriously think that CCP who just told you they are QA testing a fix for the problem, who have access to the direct code involved and all the data tracking they have know LESS about what is causing the glitch than you do?
Unless you've done some serious code hacking and can give them data they don't have all your comment is accomplishing is being rude to someone people who just told you they are working on fixing the problem. |

The bug explained:
None of your skills which give you any kind of bonus will actually apply right away when you spawn. They can be delayed more than a few seconds. Skills which give fitting bonuses (Eg. xyz% CPU reduction) are not affected because they don't actually do anything when playing the same way other skills do. Basically, it's as if you don't spawn with any skills at all. Modules/equipment you fit are not affected, unless there is a bonus which increases the effectiveness of the module.
Examples:
Shield and armour upgrade skills not applying results in some of your health missing.
Amarr assault heat generation/scrambler rifle cooldown not applying results in your scrambler rifle blowing up in your face as quickly as if you didn't have either bonuses.
You don't get the extra health from shield/armour plates you equip, (Should be 2% per level) which also results in missing health.
(Not sure on this one:) Nanohives dropped by a caldari logistics act like normal ones, instead of containing more nanites/healing faster.
Kick reduction not applying on weapons makes the Magsec SMG jump around everywhere.
Proficiency skills not applying results in less damage to shield/armour.
Not sure how correct I am, but I hope it helps. |

Quite noticeable when skills load in during hack (Gal scout, systems hacking 4). Not related to suit at all.
Also, I get the forge misfire even after skills have loaded. |

Considering the fact that CCP programmers caused the bug in the first place (a bug which didn't exist during 1.7 I might add), it's pretty validated to question how well they understand the code they're tampering with. Add the fact that it's glaringly obvious that they don't do much in the way of playtesting themselves but instead throws out patches with huge changes and expect the community to do all the testing for them (which we don't get paid for I also might add), it wouldn't be the first time an average player spots a glitch, bug or programming inconsistency that CCP developers missed completely.
Programming and "cracking code" nowadays consist of huge amounts of copy/paste:ing. Often with lines that the programmer himself doesn't fully understand. |

Second, don't you dare use the term QA with anything that your studio is putting out. You don't do QA, and have never done it, which is why we get such pathetic bugs in each patch.

I've thought it is due to the changes to equipment. Changing suits causes the bonus to deployed equipment to go away. I figured there was some "check" that was happening to see if you had any equipment out there that needed a nerf hammer.

An outside observer can in no way determine what is causing a bug. As someone who codes IRL, bugs are very often surprising. Their unexpected nature is why they happen in the first place. You have a suspicion, a place to start looking, but don't presume to know what is causing the bug.
As for why to list them as separate bugs, its because they are not the same symptom. When you create bug reports, you are reporting symptoms in the final product, not specific problems in the code. Sometimes you might have multiple related bugs, that can be all fixed with a single change(as you are suggesting here). Other times, you might have multiple related bugs, that you resolve with multiple fixes, each tailored to the specific bug (so a fix for each place not getting the skills).
After the fixes are in, you still want the bugs as multiple items for testing purposes. You want QA to specifically test the health / shields, and then you want them to specifically test forge guns, to make sure both work. What you don't want is for one to get tested, the fix declared done, and the other one to not actually be fixed.
