 Hi,

can someone who knows what they're talking about confirm whether or not Passive scans are shared? And if they ARE shared, is this a bug?

It makes no sense to use Active Scanners if Passives are shared.

They're shared for 2-3 seconds then disappear. You don't get the constant-on data as if you're running passive scans yourself.

They're shared although the range (usually) is not as good as scanners.

Passives are shared with your squad, but will only be of noticeable benefit when using a dedicated passive scanning scout (Gal or Cal generally, Minmatar or Amarr to a lesser extent). For most other suits the limited scan radius and precision mean that they will only detect another suit at 15m or less (if then), so it only rarely occurs.
Also, only the passive scan is shared, not the line of sight detection, which is a separate mechanic.

 this is the truth.

there is one thing I can't fully understand. passive scanning seems to act weird around Friendly installations and objectives. Can't begin to explain it but I've scanned people well behind me and out of my scan range. I wasn't in a squad or any thing.

Installations and objectives have their own scan radius and precision rating, and detected units are shared with all friendly players. Not sure on the values, but its a fair bet that if you're hacking an objective, you're visible.

I'm fairly certain that they are a low enough rating to catch most scouts (I don't know about cloaked) since Fox Gadan says scouts should stay away if it is just an optional objective. The last thing a sneaky scout wants is to show up on radar for every enemy in 100m to see.

If you are in your big map, they are.... well kind of... Like everything else in the game it works sometimes. I've dropped orbitals and seen my guys fighting red sometimes on the map, sometimes no blips. I wouldn't rely on this.

Passive used to be shared, not anymore.

 Actives however are shared.
