And also why did we get this stuff that we didn't ask for?

I didn't ask for Rail Rifles, but we got them anyway.
Cloaks were always going to be a thing, if you had delusions for the otherwise, you were bound to be let down.

Actually, many scouts DID ask for the extra equip slot back when there was a huge discussion about how to bring the scout class up in order to make them less UP. The extra mod was out of nowhere though 
Wait, NVM. A slot layout change was asked for too.

I like the 2nd equipment slot...
It lets me sneak up on tanks and plant REs on their weak spots.

I think scouts asked for a lot of things in hope of getting something. We got everything though : )
I think a way to rebalance things a little is to add a penalty to shield and armor mods when worn by scouts - such as only 70% of bonus applied. And give amarr scout a reverse bonus so that only the amarr scout gets full benefit of plates.
PLC, NK, Scout - before 1.8.
That's right, I stack that OP Sh!t.

The thing is, 1.8 scouts are not ******* overpowered!
I am seriously starting to get pissed off about the whole thing.
Maybe Gallente scouts get slightly too much from their bonuses but that is all I will concede.
In short, FFS.

That makes no sense.
penalty yes, but taking away armor/shield no. rather, it should be a harsher penalty for the plates and extenders.
