I think testing what should be against what is, is a good idea. It is easy to find the theoretical answer, but you don't know if it is accurate without actually doing it.
Because, that's why.

And to those saying you can't out DPS an Armor Rep stacker, Tanks have this little thing called a weak spot.
Get in an LAV and flank the tank. Take the long way around to make sure it doesn't see you and get out of the LAV some distance away so it doesn't hear the LAV and get scared and flee because it'll probably think that you're a JLAV. The Forge has a 300m range, use it to your advantage. If you can't hit the weak spot from long distance well you just need to learn how to aim.
Breach is good for one shotting tanks. As long as they have no Plates or Extenders and their Hardener is off, you will one-shot them. Although recently I've noticed that tanks run at least one Plate/Extender more often than not, so the one-shot potential isn't as common, but you can still easily two-shot them.
Assault is also good, you won't be one-shotting anything, but it's still effective and can apply damage faster. You just have to aim more shots.
A single Forge Gunner can take out most tanks with this tactic. Armor Reps are the most troublesome, but still manageable. Bring another Forger along or even a Swarmer(or even a PLC or Mass Driver) and the only tanks that'll maybe survive are the ones that nitro away at the first sign of danger.
I know, you actually have to use some amount of effort and tactics to solo a tank instead of just firing in it's general direction and expecting to win.
Let's look at the numbers instead of the claims. A militia Sica from the store comes with 4150 HP A Soma, 5200 A Wirkomi BFG does 2100 damage. If you have Lev.5 Prof 5 w/ Complex Heavy Damage Modifier and you hit the fuel cells and get the 168% damage bonus you get 4260 damage. So, you can take out a Sica in one shot, given these conditions. You can't take out a Soma or any other tank. IIf the Sica has any shield extenders or armor plate you can't one shot it. If you only have prof. 4, you can't one shot it. If you miss the fuel cells, you don't even come close. I'd file this claim as possible, but implausible.
