Well the biggest problem right now is that damage wise suits dont make any sense. In EVE you have frigates, cruisers, battlecruisers, battleships, carriers, etc. Now a small frigate can come in and take on another frigate or cruiser, even battle cruisers depending on pilot skill level and some other factors. However, if frigates are better at harassing the enemy with ewar and scouting and such. They are restricted to this role by their inability to do damage to bigger ships. They are PHYSICALLY restrained in how much DPS they can do. You can't fit battleship guns on to frigates and go LOLshipping away.
In Dust you can fit your weapon of choice (heavy weapons being the exception) on any suit and they all do the same damage. that means a scout (frigate) can do the same DPS that an assault can do (cruiser/battlecruiser) and the same DPS as a heavy can do (battleship?). So the scout gets the speed, the agility, high HP (in brick tank fits) AND they can still do the same DPS as other suits with the same weapon.
I think there are lots of problems with scouts right now (but also with pretty much every suit across the board so don't think im QQ biased) The main thing is DPS potential.
To stay on topic/ TL;DR - there is really no reason that Scout suits should get a light weapon AND a side arm. That said I think LIGHT suits (notice i said light not scout) should have both light and sidearm slots as they are not specialized they are less HP more mobility suit. SCOUTS (notice I said scout not light) should be given a light weapon only. They are a specialized suit with a SPECIFIC role on the battle field... guess what it is... scout... That doesn't mean they shouldn't be able to kill things. however, if you are a scout you should be scouting not cloak/bricktank/assault. Its a similar problem to Logi in 1.7 Slot layout, bonuses and stats don't entirely meet up with what the roll is described.
