The Basic Heavy C-1, M-1, and G-1 suits are exactly the same as their respective Militia variants. Except they cost 5x more. I do not see this addressed in the known issues thread. It is acknowledged that the fitting values don't scale with tier, but it is not mentioned that the tier one suits have lower fitting and hp values to begin with.
Furthermore, I see that the Basic Amarr Heavy has had it's previous HP values hotfixed, but it still has less armor than the sentinel variant. Are basic heavies supposed to have reduced stats compared to sentinel? Because according to this post, they are supposed to be identical except for the sentinel bonuses.
Would appreciate some clarification on this issue.

All basic heavy frames have less Effective Hit Points then their Sentinel counterparts.
Amarr Heavy has 360 Shields, 510 Armor Amarr Sentinel has 360 Shields, 600 Armor
Caldari Heavy has 446 Shields, 390 Armor Caldari Sentinel has 525 Shields, 390 Armor
Gallente Heavy has 390 Shields, 446 Armor Gallente Sentinel has 390 Shields, 525 Armor
Minmatar Heavy has 390 Shields, 370 Armor Minmatar Sentinel has 390 Shields, 435 Armor

I believe CCP has chosen to do this so that there is more difference between basic heavies and Sentinels besides one having passive skill bonuses, and the other not having passive skill bonuses to show that the basic frames are more of a middle ground between their two possible specialized roles [Sentinel and Commando], and to encourage players to spec into a specialized role instead of just staying in the basic frames (Utter highway robbery with basic medium frames since they cost more yet get nothing special) and trying to be a jack of all trades.
Wanna run a heavy suit with light weapons that can lay down a withering barrage of fire and crack those hard targets? Go Commando to get an extra light weapon slot, the ability to use equipment like your light and medium dropsuited brethren, and gain some mobility, reload, and damage bonuses that can mean the difference between 50 WPs or a trip back to the CRU, MCC, or Uplink for a respawn.
Wanna be a stalwart defender of objectives with a weapon that spits hot molted fury in CQC or a giant of a man with an equally large portable rail cannon? Go Sentinel and get the extra HP and resistances you need in order to laugh in the face of enemy fire or tanks as you shred them apart with your heavy weapons of doom, and crush their broken corpses beneath your heavy plated feet as you stomp past.

Oh wait? Heavy suit problems. Nah, you're toast. CCP/Shanghai only gives their loving to Scouts.
