They are fine now. No more buffs or nerfs. Swarms are finally effective, forges have been effective, rails are balanced for their role (more or less, I would have done differently but whatever). If you put in the effort and ISK to learn how to fly one effectively, of course they're effective and if you don't have proper counters, you're out of luck. HTFU and diversify.

The best Python fitting currently is:
- -: Enh Heavy Shield Ex, Cplx Light Shield Ex, Cplx AB (or us Basic Heavy Shield Ex over Light and a basic AB, requires fitting skills) -: Cplx PG T: XT
This will give you 3k(3.2k) shield passively (over the 2.2k ehp of a single hardener) as well as a prop mod for fast get aways. Also it's fewer active mods to worry about in a pinch.
I'm not too familiar with the Incubus but my little bro flies one and uses basically the same thing but with armor:

Having a high buffer will give you as good or better ehp and the prop mod will help you evade damage. Heavy repair is important in an Incubus in order to get back in the fight quickly with high armor. Don't dual tank, or at least use armor plates.
Give up on the blaster. I fought Snugglz's proto Incubus with (I assume) a proto blaster and he couldn't even beat my passive reps. Hitting infantry is virtually impossible and highly impractical.
To address your issues:
1) ABs really help with this. Fly away and come straight back and whittle done their HP (your hp regens much faster than theirs). Fast, tight, high altitude, orbits make you almost impossible to hit while keeping your nose pointed to your target AND keeping enough velocity to escape if you need to.
2) Play smart is all I can say. If you need to, just recall in the redline and call another in (remember to call another first then recall!)
3) Just keep in position to fire on them and AB out if you're taking damage. It takes practice, but you'll eventually be able to just follow straight above them where ever they go at any speed.
4) Spacial awareness is imperative. Know the usual placements of MCCs, paths of missiles and null cannons, and any obstacles that you might run into.
5) Again, play smart and play safe. Use a cloak if you're calling in ambush to protect yourself.
6) This is partly due to your skills as a pilot, but changing your fitting can help too. Your problem is you have pretty low ehp and a lot of active mods, meaning you'll take damage and have to wait for your mods to cool off (I'd guess about 40-60sec). With the fit I showed above (even the Incubus), the longest you'll be vulnerable is about 7.5-10 sec when your AB is down or your shields need to recharge or armor repair. I'm never gone for too long.
7) I have and steadily keep Gëê120m ISK, <10% of which was made from PCs or other methods, and pre 1.8 (a few days ago) I had literally no skills in infantry other than equipment. It's possible, but you have to play smart.
