You have made a few valid points, but some perhaps were made hastily based on your gut reactions, possibly to a series of personal occurrences. As an Amarr Logi I understand some of your grievance. The logistics suit was not meant for assaul, but to support assaults and heavies. With these new changes do not expect to pull in 20+ kills as a Logi. I'm not saying you can't, but that's not its intended role. I consistently break 1000 WP with Hives and Uplinks and ending up 2/8. I have a tip to help (maybe), and something missed in this thread.
First off, situational awareness, pay attention to your surroundings. Watch the kill feed, and the disappearance of blue dots on radar. Also pay more attention to the suits you see, their info is displayed at the bottom of the screen when you aim at them. This information determines whether you should push the attack, retreat, or flank (this includes a tactical retreat). Scouts do seem to be the FOTM, but that's because they are a new tactic. There needs to be an adaptation to individual play styles to counter it. Which brings me to my next topic.
Active scanners have been fixed, and at the same time broken. These next few statements are my expressed opinion only. The active scanner should never have been able to do a 360 scan. Let's simplify these things by making 2 variants. The "snapshot" version could have a charge bar much like the charge sniper rifle. It can do a quick snapshot scan at 50% charge, but at less than maximum range and view angle, which allows for shorter recharges between scans. The full charge maximizes the potential range and view angle of your scan, but increases time between scans. A second variant is a focused variant. This allows a constant scan as long as the trigger is pulled. These have a maximum time allowed for scanning, a recharge time related to the amount of scan time, and can only be activated when there is at least 50% charge remaining (similar to current cloak active/inactive time meter). Targets will only stay scanned while you are scanning with this variant. With both variations scanning reduces movement to that similar to if you were taking aim.
