Lets face it:
They were ridiculous before, finding everyone
now pretty useless, no time to actively scan for people and just a snap shot.
So my idea is to have a scanner that has a little bit longer scan time than it has now. Then when you scan, the longer you train the scanner on a, initially faint, revealed target, the stronger a signal you will get and have the potential to then lock the scan on your target. This then gives the visibility duration. This i think would be balanced as
using a lower level scanner would give you the ability to find
Tanks definitely, Heavies most probably, assaults possibly scouts very rarely.
But a better scanner would allow you to find

depending on how long you trained the scanner on them for. So a situation, you could scan a wide area for tanks and heavies, but not so much assaults and not scouts or a tighter area and pinpoint the assaults and scouts.

For Tanks as they have a 360 deg scan, instead a circle of scanning like we have now, have a active scan more like a radar sweep. You can then introduce different scanners. For example have a short range scanner that sweeps round quickly so you can keep an eye on local targets. Or have a long range scanner that sweeps slower but holds a fading lock. This could then be linked nicely together with the idea above.

I fear it would be too complicated to do, but it does sound cool. You would have to do the same to infantry scanners too though. Have the scanner more like a pulse that searches down corridors for a certain distance. However I don't think it would be too popular.
Also we would have to wait for CCP to put structures on the mini map if they are doing it at all...

I don't have a problem with scanners seeing though walls, in fact i think it is one of the main reasons for equipping one. It's more of the fact that the scanner as it is now feels more like tagging. By this i mean that you already vaguely know where the enemy is when you "Scan" and then you go off the visibility duration to track were they go and then hunt them down. I think this is still a key feature of the Scanner but not its true purpose according to its name.
IMO it should last a bit longer so you get the chance to scan for targets you didn't necessarily know were there. But using the idea of it being graduated so you don't just 360 and pick up everyone.

I never liked the feature of the scanner having a fixed open time, having to wait for it to finish before being able to change to a weapon. Which you obviously don't get with the snapshot.
So what they could do, similar to the cloaking field, is have it so that it opens for as long as you have your finger on the trigger. Which would tie in nicely with the idea for fixing scanning . This would then allow an enemy clone a strike time of you to stop scanning and change weapon. Which i think is plenty of time. But not the annoying situation of you having to wait for it to stop scanning then change weapon which could easily be the time for an enemy to kill you.
Although if you don't scan for very long, in the situation of you having a proto scanner and your looking for heavies, you still have a descent amount of cool down time. Although i think it would be a good idea to stagger the cool down time based on how long you scan for.
