More districts just means more ISK bleeding into the same epockets. Which means even more protostomping in pubs. Those fundamental mechanics can be changed. There MUST be a way. If there's truly no hope they should just get rid of PC and try something new. One step short of that could be opening up new regions scattered around the sector and make travel between them prohibitive, forcing corps like Nyain San to choose only one.
