Oh and fix the 55% efficiency bug against some vehicles.. It makes the horrible standard swarms just lol bad.

I also agree with your assertion.
Extenders should take more CPU/less PG, they should also progress at 44/55/66 to mirror plates.
To show that those values are closer, we only need to look at percentages;
basic armor plate = 62% of a complex (85/135) new basic shield = 66% of a complex shield (44/66)
adv armor plate = 85% of a complex plate (115/85) new adv shield = 83% of a complex shield (55/66)
This is a simple fix as well that does not alter balance of the types of tanking, but does offer usefulness of items below complex, like how the shields do now.

Another thing is: swarms vs dropships.
You lock the dropship, missiles are fired and to escape(not evade) the damage all you have to do is pass the atmosphere go to the eve universe, by that time the missiles had exploded, go to the most near dock station repair your dropship and then enter the atmosphere and your are good to go. If they shoot more swarms missiles, repeat.

The only consolation for the current way it works is that at least proto swarms only run 27k isk, so they are (relative to most other prototype weapons) cheap to run

I won't oppose any changes here if they were to be made, but I like the Nova Knives as-is. They;re the only ones I really feel like made a progression and were worth unlocking as proto. I also have Proficiency III and proto Min Scout.
I think I'm in the personal opinion that Swarms shouldn't just be given the standard damage progression of other light weapons and should instead be geared towards taking each type of vehicle out. STD for LAVs, ADV for MAVs/DSs, and PRO for HAV or maybe just making 3 variants per level that do extra damage to the vehicle class.
Either way, Swarms are not in a good place now. Any change would be good.
