Yes i can, i'm a gallante scout and i can be scanned by caldari scouts if i don't wear any dampeners.
Assassination is my thing.

EDIT: Proto skilled Gal Scout with 1 Complex Damp will be able to hide from everything but a Cal Scout(or Gal Logi with Proto Scanner). Add cloaking to the Gal Scout and they are invisible to everything though. |

Yes, if they don't have dampeners on. You have to have a proto scanner with a gal logi, or the focused. |

Re-edited after you quoted me. Gal Logi with Proto scanner can beat the Gal Scout also. Not sure how manly people are using it though as I have yet to be scanned by anyone since the patch hit. |

Cloaked scouts can still be scanned.

Gallente is the master at it
Gallente + 1 dampener = can be scanned
Gallente + 1 dampener + Cloak = cannot be scanned
Gallente + 2 dampener = cannot be scanned

oops didn't factor in the passive dampening skills
Yeah, dampened skills included; a prototype gallente scout will have (with 1 complex dampener) : 23.365 scan profile
Focused scanner can still get them \o/
This will get most Assault Scouts, it's even better to run Cal Scout because the Gal can't be seen while cloaked in this case.
However, once the Gal decloaks to fire he'll ping the Cal radar (unless the Cal is the one being shot in which case he's probably dead.) Then the hunt is on.

Yes, I've been scanned by protobear squads whilst cloaked.
The cloak is just partially an active dampener.
I am your scan error.
