By this definition lag switching is the act of tricking the game server into thinking you are lagging while in reality you are not. What this does is make your player teleport around the game from other players perspective's but from your perspective everything is fine and not lag ridden.
Secondly because Dust is a server hosted game and not client side, It monitors all server client interactions and will notice if someone attempts to cheat. It also means that if someone was to attempt lag switching it would merely disconnect them from the server.
There is this thing called research. Maybe you should try doing some before toting off some BS.
