No, that is a poor way of looking at it.
You spent the SP on stuff. CCP merely corrected how much it should have cost you.
What ever you spent that 1.2 million SP on you still get to use until you earn that SP off.
You got a loan of 1.2 million SP from CCP you should be happy, not crying like a little girl.

You got exactly what you wanted, for half price, for a day.
You had a bargain, for awhile. If you only specced into Amarr scout because it was half price, then you must have noticed that it was the only one at the price point, and if you thought that CCP would just leave one racial suit at half price then you are an idiot.
But if you spent SP on it just because it was a 4x multiplier(which is what we can reasonably infer from your complaints), then enjoy the negatie balance, you got what you deserve.

Failing to read the info is on you.
If you don't think the Amarr scout is worth the SP you invested, that is common with any proto dropsuit, deal with it. Not takes back though, you shouldn't have spent your SP to fast, you could have tested the suit at std or adv to make sure it was going to fulfill your needs.

What he is actually saying is that he spent the SP before the SP multiplier got raised because he hoped that CCP would fix the multiplier and let people just keep the skills for free.

That is my issue. That SP was never intended to have been spent. As I was not aware of the issues with the scouts until reading the hot fix patch and made aware than more SP was going t be taken from me equivalent to a further 1 million SP I feel as though I have been somewhat cheated out of SP that if presented as skill costs to me intially would have resulted in a more reserved application of SP.
I am not wholly concerned with having SP into scouts however I would like the opportunity to realocate the SP spent on Scout Operation IV and V as those are the bulk of total SP spent and it was on those skills the modifier has maximum effect.
So you budgeted how much SP you were going to spend, but when the price for the Amarr scout came in under budget you didn't stop and find out why?
If you had a budget, that means you know what a proto racial suit costs. If you had only budgeted for an advacned scout but went to proto because it magically cost less than it should, that is on you.
If the scout is your only suit, then you are probably FotM chasing, and I don't feel bad.
If the scout isn't your only suit than you know exactly what a suit should cost and should have known better.

What I infer from that is that he wanted an Amarr Scout anyway and spent the SP without reading the info.
If he had checked the info he would have seen that it wasn't a normal 12x multiplier. That would have tipped him off to the bug.
They are not blaming people for anything.
If you spent SP to get Amarr scout level 5, CCP figures you still want it, and adjusted the price to what it should have been.
If you didn't want the Amarr scout, but thought you could get a proto scout suit for half price, then enjoy your suit that you tried exploit to get, you got what you deserved.

How are you being punished?
You chose to skill into Amarr scout 5. No one made you skill into it, you chose to do so because seemingly you wanted acess to the proto suit.
That suit costs 2.4 million SP.
You paid 2.4 million SP for it.
Whatever you spent the other 1.2 million SP on you still got those benefits as well.
You basically got 1.2 million SP for free for a couple of weeks use.
You didn't get punished you got rewarded. What they should have done was strand you at level 4, and let you re earn the 5 when ever you wanted to. The only reason that didn't happen is that it wouldn't work out evenly for people who only skilled to level 3.
You didn't get punished, you just got forced to pay what you should have paid, and because you no longer got a deal you feel ripped off.

So you knew how much it should cost, got the skill, had SP left over, spent the extra that you KNEW you shouldn't have had and didn't bother to check anything out during that process?
