When something is unbalanced it becomes widely used as we have learned from the epidemic when Tac ARs ruled the day, quickly nerfed to fit into the appropriate DPS range as its counterparts, then of course you had the rail rifle just recently which got reduced as well, yet still stands above in DPS while accuracy due to recoil is the balancing factor.
Now we see masses of scouts with cloaks and shotguns swarming the field and think to myself...how much abuse or preferential treatment should one setup get before being re-adjusted to a balanced level?
When the k/d of every game is tipped in the favor of shotgun toting scouts and cloaking devices, i'd say something needs to be rebalanced.
Roughly half of the matches i have played have all ended in clone depletion defeats due to the massive number of clones now favoring the cloak and shotgun method, with this in mind iI think its quite clear to many people just how unbalanced things currently are.
So far to balance this problem I have seen a few possible solutions suggested: 1. Firing delay between cloak deactivation and weapon activation. No. That's a glitch. The logi bonus to equipment shouldn't be applying to the cloak.

After two nights, I think something needs to change with cloaks, and I've been looking forward to these for a very long time. I mean, my favorite suit is the Dragonfly, no matter how squishy it is:
First, they last too long. The proto lasts 80 seconds. Why do you need to be cloaked for 80 seconds unless you plan on camping?
Second, they should automatically decloak if you take any damage, including flux.
Third, you shouldn't be able to turn them off and on. They should be like vehicle hardeners where if you turn them off, it takes the full time to recharge, no matter how long you had them on.
Fourth, a cloak should not decrease your scan profile.
My two cents.

Heres what they need:
Deactivation on taking damage, pulling out equipment weapons, anything other than moving and hacking points. A short delay to offensive capabilities after deactivation, which is lowered by dumping more SP into it. A ridiculously high fitting req, with only the scout suit having a bonus high enough to fit it.
All of these solutions come from EvEs mechanics regarding covert ops cloaking ships.

No decloak on damage. Makes it too easy to decloak someone. If they fit one, they should have an advantage. Unless of course, I can shoot you and deactivate your armor plate?
Fluxes, however, are described as "designed to destroy low level equipment and disrupt shielding" So I could see cloaks being disrupted by fluxes.
Best PVE idea I've seen.

I agree with all of these. Hard to say if that will make them of too little value, but I suspect not.
FWIW, the good scouts I was running with yesterday and today use them for escape more than attack.
