I've been debating this since the scout stats were released months ago. I used to be able to make a string case for both sides but unless the game changes a bit in the next few weeks I can't see a good reason to go caldari.
Caldari has the percision which would be nice if there was anything but heavies and gallante scouts on the field. Really the only use for caldari percision is to hunt other scouts. However any snart gallante scout will have tiers if stealth builds to choose from and will quickly notice the caldari scout that seems to be tracking him and move to a lower profile build, sacrifice some speed or tank to do so.
But basically I can't see the caldari tracking gallante at all in higher skilled play. Maybe a couple of kills but soon the gallante will go under the caldari. So with that being inevitable, what does the percision offer? Tracking other caldari, min and amarr scouts? But they are rare.
I'd love to counter the ****** scout craze going on right now but with it being soneasy for gallante to ensure complete radarlessness it seems like the smarter choice is to just go gallante. |

Doesn't caldari get a bonus to radius as well? That seems to me to be the better of the two bonuses.
And forcing your opponent to drop at least 85 HP of armor to add a damp doesn't seem all that bad. |

Both get the range.
And yeah forcing them to drop armor or speed is nice, but is it worth needing to shed a good amount of health myself? The gallante who sneaks under the caldari scan has a big hp adv over said caldari |

You can give intel to your team, regardless if a lone suit can get under the radar. Perhaps that needs fixing.
In any case, you can easily see everyone else not in a scout suit. A complex damp and range amp will have you under 25db which means only a bonused scanner can pick you up, and you'll see everyone out to 54m, which is a lot of warning for potential threats.
Best PVE idea I've seen.

You say that a dampened Gal Scout can get under your scan at the expense of tank. Add a Precision Enhancement thingy to your Cal Scout without giving up any tank.

I've been having the same issue...I WANT a Cal as they look really badass and I would like to be able to scan sometimes..
But the advantage really seems to got to gallente scouts (AS ALWAYS) ...so I also wanna go gal..but..their suits dont look anywhere near as cool , specially on proto levels |

Train up your Precision skills, and fit one Precision Enhancer.
Now any GalScout who wants to hide from you has to sacrifice enough to leave you with the advantage in those instances where you manage to see them coming in spite of stealth.
Now all you need to do is open your eyes. Watch the places which you - as a Scout - would approach enemies and expect to remain unseen. Whenever those GalScouts show up in the places only another Scout would think to look, you're watching, and their attempt at stealth means you have the advantage when you see them coming first. |

because of cloak
as a fully invested gal scout that now runs dual complex precision
I can still see all these wannabe scouts even while cloaked
they think their awesome and stealthy with their cool new toys but they fail
if you have your precision and range at max potential like a cal scout should
all the little cloaked people will have a bright red chevron above their heads

I'm running double precision with max skills on my Caldari Scout ck.0 and some cloaked GalScouts are getting under my radar. Just a FYI, I like what the Caldari scout brings and wouldn't want it changed for the world.

The cal scout is able to scan anyone except the gal scout thats quite a lot and even the gal scout will need some dampening to safely go under the cal scouts radar. This is pretty good.
Apart from that 50HP/s coupled with great values for recharge delay and depleted delay is awesome |

I have max for all ewar as I ran gallante scout in 1.7. My main concern is the only thing a caldari can scan that a gallante can't is other scouts, gallante in particular. The main concern is all it takes is one damp and a cloak and the gallante is unscannable. And that leaves a lot of tank for them. Meanwhile if caldari has two percision and some range, you have almost no tank (especilly at adv which I play) especilly if I also want my own damp.
Gallante has the flexibility to go dual ewar and scan most and hide from all with even greater range And some decent tank. Or go full damp with plenty of tank, or just speed or just tank. The battle will dictate which build you use.menwhile I feel that caldari had to sacrifice almost all tank and speed to get a decent scan going which can still be countered easily
I WANT to go caldari but once the wannabe scouts move on, I don see cldari picking up many scans the gallante will miss...ill run some protofit builds to see how squishy the ewar caldari is compared to the same gallante
Tht 100 range is appealing too... |

You can still have a decent amount of tank as a cal scout. There's always a trade-off. If you stack shield extenders instead of precision enhancement you can get around 450 shields which is pretty badass coupled with the 3/4 second shield regen times and 50hp/s regen. It excels at flanking and hit and runs. If you keep situational awareness the only thing that will get under your radar is another dampened scout who is giving up slots in order to hide from you. It only takes 1 complex precision enhancer to force other scouts to dampen. Most people are running around with + armor % weapons so you have a slight advantage in stacking shields. I've survived numerous HMG encounters where I was able to get away whereas my gal scout would have been mowed down. There are also numerous ways to fit it in order to gain situational advantage.
Personally, I went both because I really wanted to skill into caldari but after playing gal scout in 1.7 I knew it was going to be hard giving up all those low slots. I find myself playing with the cal scout more - but if there are alot of other cal scouts in a match I typically switch over to my gal scout. On city maps I switch between the two depending on my mood. For dom/skirm I typically use a gal scout as a runner/hacker and if I get bored switch over to RR scout. Range maps I use the cal scout with RR.
It's only been 1 day and it took some adjustment time to work-out fits to match different my different playstyles but I don't think you would be unhappy with either decision. |

Why would I try to convince you to do this? Caldari scout gets pwned and t-bagged by the Gal scout, no question. It can also be setup to run frontline very well, and it can do this much more successfully than the Cal scout, what with its built-in armor repping and abundance of low slots and all.

Since the Minny scout has been obsoleted by it's PG issues i've been struggling with the same decision myself - the only answer i've been able to come up with is get them all(except for the filthy Amarr, ofc, but it is still tempting). To CCP's credit, each suit does have a valuable role.
Sorry, not much help =P
But prolly the first suit, and the most flexible, would be the galscout. Biggest variable there would be if you typically run solo or squadded. For solo i'd go GScout, for squadded i'd go CScout.
I support SP rollover.
