Well, let's be real. That is how it should be.
However, we just can't have people bitching about it all the while they roll around in an LAV with their proto heavy suit. but no way- a scout can't have two knives in their hand while cloaked. It would make sense that they would. But nah- nerf it. We can't be having any semblance of any real strategy. We have to take care of a select few with artificial handicaps of scouts,

With 2 complex damps while I'm cloaked I am unscannable by practically anything for 80(?) seconds at a time. There is no strategy here, this is just the ability to farm free kills
Son.. i have thousands of knife kills. I've been eviscerating heavies since 1.0 (because before that only masochists like Maken would bother with them). I fail to see your point (:...[=/==>

Well, let's see. When the sprint charge bug was around, I didn't take advantage of it. Now that this bug is around.. I don't take advantage of it. So...
I just find it hard to believe that an advanced technological society capable of consciousness transfer between clones effecting imortality, along with cloaking technology, starships capable of flying around a whole galaxy, etc. can't manage to allow the cloaked scout to hold two knives and swing them. I am talking slashing. Not charged slashing.
Yes- it is just a cheap mechanic to make it easier on the proto heavies who get to roll around in LAVs with zero newtonian laws, cheap tanks that, short of a JLAV, get to roll around with impunity. That's alll good
