Brilliant for the New Player Experience as it gives a relatively safe environment to learn the mechanics properly, not to mention letting everyone else let off some steam by playing without the risk of getting steamrolled by full squads of Proto-carrying High-SP vets.
Set it up with various levels of difficulty, each offering variable ISK/SP rewards, with the top level -almost- (but not quite) matching standard Pub matches.
Hell, you could even add in Factional PvE potentially, let people work on their LP outwith PVP. |

Hell I think PvE should have some of the hardest and most difficult content at higher levels, paying out good ISK values, contributing no kills and only deaths, but be a huge challenge for even experienced players.
Sure I think PvE should be a part of NPE but limiting it there is short sighted. PvE could have more significance too for higher SP players.
If Lvl 1-2 missions were NPE and helped learn game basics, Lvl 3-5 could provide extensive challenges for squads, corps, etc requiring heavy team work to even survive with the chances of rare weapon/ module drops being high.

PvE because in the eve universe from a fps perspective there potential for some really awesome stuff.
