1. definitely depends on the squad. Lots of us however, really appreciate a good sniper, especially when they counter sniper and give us great intel. I've had some awesome matches as a logi on the ground with a heavy and a sniper in the hills. They have their place regardless of what people say. The only thing I would say is, depending on your playstyle, I value a mobile sniper better than a stationary one. It helps my sniper not be hunted as well, but also means they're doing their best to give intel from every available vantage point. However, if you're in dom, that won't matter much. If you're in skirm, that's much more important to me.
2. If you're jumping into random pub matches, you're going to be somewhat disappointed. A large majority of the player base not squaded together, don't have mics. The few that do, you'll find a gem or two. But mostly, its going to be someone blaring music, yelling at their family in the background or even loudly chewing potato chips in your ear. I've even had a dude in team chat who was a really bad player and the ENTIRE game he bitched and moaned about he always got stuck on the worst teams. It's that attitude that ruins the game for many players.
3. I don't recall reading that anywhere.

Great open mind, Thokk. And it is ALWAYS good to be versatile. Staying in just one area of the game can actually create more boredom and I feel we lose a lot of player hyper focused on one specific role.
Before you read the rest below, did you reskill into caldari logistics? If not, then what did you end up going for? We can help shape you up for your intended path. Otherwise, if you'd like advice on where to place it, lots of players on here would be happy to help.
For your situation, remember that caldari suits are a mixture shield and armor tankers. With the change up of damage mods (and honestly I wouldn't want you abusing the suit for slayer purposes anyways) I feel that suit would make you a pretty easy target. You won't be as squishy as the Minmatar logi (me......) but you will still be at a disadvantaged over other suits in combat, especially with all these flanking scouts in cloaks. Being in a logi suit in general usually means you're the first target because you are either helping your team and they want you down first to take out the rest without you healing, or just because they want to pad their KDR and know you're the squishy one that will make an impact.
However, if its the only suit you've got, and you don't mind that factor, you're still in good hands. I'm running in logi suits 97% of the time. Mostly because I'm a bad shot, but I just love supporting teams and support is something lots of teams are lacking. With the low amount of ammo in sidearms and the Caldari Logi bonus, you're hives would get some big bang for your buck. Not as much as the Amarr or Min Logi EQ bonuses, but its a way to get in there and help the team and get some good wp at the same time.

I'm not new to FPS and I still have that problem in CQC. That being said, its the main reason I absolutely love the Combat Rifle. The burst means it shoots as fast as I can feather the trigger, but in CQC it means I can time my shots and not waste ammo spraying around. That gun is my new favorite stable and has really good fitting costs. Can't go wrong there.
Just like you said: stack plates, stack shields. A regulator will be a big help to you if you engage often and want your shields to return fast. Good for a hit and run tactics. Because you're a logi, we lost our auto reps. I highly recommend you put an armor repair on your suit. Other than that, happy hunting o7

Heh I'm a less than average player myself but I'm usually on between 5-9EST. I'm usually with my corp and we try to run corp squads but I'm happy to jump out for a few or invite you in if we get space. It will be fun to have another logi around. We can chase squads of blues and lend them some help :)
