We need some kind of artillery to kill enemies from a distance with out shooting directly at them.

Plasma cannon?, but then again every game that has a artillery mortar is really inaccurate and useless.
Assassination is my thing.

You see your wrong the mortars would be different in a sci-fi Game and to my knowledge has never been done before in a sci-fi game. The mortars would be similar to plasma cannon but be indirect. there could be different variants large blast radius [plasma mortars] and high damage small radius [rail].

Rail Artillery wouldn't exist. Kinda goes against the very concept of rail technology. The Caldari artillery would most likely be some kind of missile/rocket battery |

Chrome hounds artillery cannons and howitzers, mortars, six pack missiles were all indirrect fire weapons that had some serious range on them.

you do realize a rail mortar would be a rail gun mortar meaning the projectile would go along way up before it go's down meaning it would need to be used at such a range that the targeting system would either only be able to be used by a minority of math heads or so contrived it just becomes ridiculous

MAV medium turret, a battery of mortars. Long reload, large splash and damage. Requires a separate player to laze a target before they can be fired. Area must be lazed for X seconds. MAV fires, then cannot move until reloading is complete.
Best PVE idea I've seen.
