for a scout suit at least. i was skilling them up for my caldari scout in 1.8, but while testing state complex ones on a scout mk.0, i noticed how useless they were, and here's why:
1.) it didn't really affect how fast shield delay was. it was noticeable, but it was still around 3 seconds, so it wasn't enough of a difference to matter. it did affect the shield depleted time, however i don't armor tank my scout mk.0, so with 77 armor, if i lost all of my shields then 9 times out of 10 i was dead before they had a chance to start recharging again.
2.) the loss of speed wasn't really worth it. i generally run 2 complex kincats in the low slots for my scout mk.0, so while using the shield regs, i was a lot slower than i normally am. the trade of kincats for shields regs was horrendous. since i couldn't run that fast, then i couldn't avoid gunfire like i normally was able to. needless to say, the cons outweighed the pros by a long shot.
i wouldn't recommend them to any scout, because you have to give up way to much to even use them.
i kind of dodged a bullet here. good thing i noticed all of this before i wasted another 730k sp on getting them to proto. also not so sure i want to get shield recharging to 5. they are much more useful than shield regulators, but i think i'll work on my cloak and magsec smg before taking them too much further.

I've always liked the idea of them but thought the reduction even at proto level was just too small to be worth it.
Now if I could use them to get my delay down to like 1 sec, that would be useful.

They matter the most for the suits with the already long shield delay. The ones like scouts that are already short, they aren't so great. |

On a scout, probably. Im planning on a complex reg and shield reg 5 to make the caldari sentinel pretty boss. (Hopefully)

I'd say it's because they are percentage based, which makes smaller integers just not get as much effect. Maybe if the shield tanked scouts (Min and Cal) had bonuses to shield regulator efficiency and give the armor ones (Gal and Ama) armor speed penalty reductions. Scouts have a premium on slots already and a reliance on speed, so there needs to be a buff to other low slot options for them. Otherwise, why use them? And that's just no fun.
