They've just recently submitted the patch to Sony and the process of approval can take anywhere between 1-2 weeks. The patch is more than likely done, it's in the hands of the middle man at this point. They're not releasing the patch notes now because traditionally the patch notes aren't out until a week before release and CCP takes an IV Drip type approach to releasing devblogs and such in order to increase excitement for its release.
There's also always a chance that Sony rejects the patch due to it not making whatever criteria they have for these things and the patch has to be delayed as a result.
Remember the 1.8 thread, they said something about 1 in 2 chance something about patch and notes being released at once...

This is pretty much spot on. No conspiracy theory here - we often work until the very last day to include things in patches / QA, and then there is a Sony approval process that takes place.
Is there a 0.00001 chance that patchnotes are released on patch day?
We want that patch...
