They already have their Splash Damage nerfed to 19HP.
Meaning an Ishukone Assault SL could only deal 114HP of Splash Damage, and the way the swarms release would mean you'd have to use the same techniques as the PLC if you want to score a direct hit.
So why not return their dumfire capabilities? Against infantry they'd be a 3 round clip at best.

The direct damage is irrelevant, as the Swarm has very little dispersion.
Scoring a direct hit with the SL would be no different than scoring a direct hit with the PLC.
