Defeats the purpose of reducing the mods. Before nerf 4 damage mods = 18.75% damage after nerf if the stacking penalty were removed 4 complex damage mods would be 20% extra damage.
Most tankers are like sand people. They frighten easily, but will quickly return...and in greater numbers.

You can get better than a 25% bonus with 3x damage mods currently.
Removing the stacking penalty won't make them useful.

Yep, and if you have high proficiency that compounds as well. Granted, you must be hitting either shields/armor.
With stacking penalties 4 dmg mods with lvl 5 proficiency in 1.8 you get 131.42% more damage than base.
Without stacking penalties that is 139.78% more than base.

Really, the stacking penalty is this low!? Well hell, there's the problem. I thought they had like a 50% stacking penalty currently. They should have just made it a 50% stacking penalty and left the base values be.

It's the same as in EVE and they really should look at changing it because the fittings in DUST are not comparable at all. Ships in EVE have many more slots than dropsuits plus fits in EVE tend to be very specialized so it isn't uncommon to stack several similar modules.
With the reduced slot count and more generalized fittings the current stacking penalty leads to imbalance. Penalty needs to be increased for anything past the first module.
Running a blaster tank in ambush is like bringing Anthrax to a pillow fight.

Why can't people understand that it would be a good thing? It's either this or keep the proficiency bonus the same as it is now, but leave damage mods useless. Using complex shields is already better than using damage mods, so this is just really sad...

Here's the thing: even though the numbers for the Damage Mods looks like a lot, it isn't. Damage Mods look downright underpowered compared to shield extenders, even in 1.7. On a Caldari Logi, for example:
CalLogi base HP (+25% bonuses): 225 shields, 112.5 armor, 281.25 total HP.
1 Complex Shield Extender: +25.7% HP 2 Complex Shield Extenders: +51.5% HP 3 Complex Shield Extenders: +77.3% HP 4 Complex Shield Extenders: +103.1% HP 5 Complex Shield Extenders: +128.8% HP (if it fits)
Now, compare that to the Damage Mods above, and tell me that Damage Mods are overpowered and need a nerf.

AV damage mods should exist, and be allowed to stack.
Hanging up the Min Logi, going full Amarr Sentinel with HMG, Ion Pistol, and Forge Gun.

They were 100% more effective back then.
5 modules from right now with stacking penalties will give you more than 5 modules from post 1.8 without stacking penalties.
And that's assuming you fill five high slots with dmg mods, which would take a massive amount of CPU, and also a massive amount of implied tank.

Now as a result, you're getting a nerf that needed to happen in a different way.

The thing that blows my mind is that CCP does know the formulas, and somehow thinks the nerfs are a good idea as well...
