The second change we made is to the weapon proficiency skills. At the moment, they give a flat bonus to damage with a specific weapon. With Uprising 1.8 these bonuses are being changed, and will only give a bonus to attacking either shields or armor. This applies to all weapons other than the Nova Knife (which retains the damage bonus). HereGÇÖs the breakdown of the new bonuses:
Bonus to damage against shields: Plasma Cannon, Scrambler Pistol, Assault Rifle, Shotgun, Scrambler Rifle, Laser Rifle, Ion Pistol Bonus to damage against armor: Rail Rifle, Swarm Launcher, Submachine Gun, Sniper Rifle, Magsec SMG, Heavy Machine Gun, Forge Gun, Flaylock Pistol, Combat Rifle, Bolt Pistol, Mass Driver

I am pretty sure I heard people upset at the TTK being to short a few months ago. Maybe that is the reason?

I can see where they're trying to tie all of the weapons/equipment/etc. to reflect the race that they're made by, but until I actually get a chance to play around I'll reserve judgment. That said...it's not going to be fun for the Gallente having to deal with both Rail Rifles and Combat Rifles (when compared to Cal/Min shield tankers.)
Life is killing me.

What do you mean "Maybe"? That IS the reason!
Personally I'm ok with it (I've got proficiency in only 1 weapon and it's only pro1 so I won't even notice).

I understand that. But TTK is only "too short" for low sp players...which is the point. Thats why we all skilled up right? So our TTK would be LOWER?

How does your skilling up lower your own TTK?
Anyways, I'm curious as to if they're going to keep the bonus percentage the same (3% per level). It sounds like that if you have a Scrambler Rifle, it does +20% to shields. Skill up your proficiency skill, and it becomes +23%, +26%, +29%, +32% and +35%. So instead of your weapon becoming flat out better against everything by a flat 15% damage bonus, now that damage bonus will apply only to shields.
In the end, your damage output will be the same at max proficiency, but only against the tank choice (shield/armor) that your weapon platform had a bonus against in the beginning. You won't be any better against the opposite type.
This will actually raise the average TTK, as you're killing half the tanks at the same rate, but the other half at a decreased rate.
Now is the winter of our non-content.

Not entirely, the damage to prof. only applies to what it is strongest at, so a LR wont instantly kill a gallente because you raised the prof skill. It will be a matter of what type of suit you are wearing and what best counters it and what it is most weak against. I think this logic will follow through from STD to Proto and help balance the game than just relying on a short TTK.

The concern I see is with weapons that are REALLY good against Shields/Armor but utterly terrible against the others. For Blasters, Rail technology, and Projectiles it won't matter too much but Lasers (+20/-20+) and Explosions (-20/+20) it is going to hurt. Lasers already slaughter shields because shields are generally lower but hurt against armor as it has more.
From what someone said before: Lasers are staying the same against ~400 HP Shields but are worse against ~900 HP Armor.
Will be interesting to see how it wall works out. Here's hoping that Shield modules are made more interesting so it doesn't stay "High Powered Slots are for Damage Mods." |

I think it's kind of come down to a "Wait & See" type issue. Because I agree with Kaughst in a way. @ The same time I just dont know if these are POSITIVE changes...Thanks for the feedback guys. Hopefully. With longer TTK..we DONT see the return of Halofags jumping around all over the place...

simple logic bro.. Except that raising your HP raises your TTK. As in, it takes longer for you to be killed. Unless CCP changes the proficiency bonuses to greater than 3% per level, everyone's TTK is going to go up.

Only if by "our TTK" you meant "our TTK someone else." Which is what I was trying to clarify when I asked initially. You made a vague and possibly incorrect statement, and I merely trying to see which it was, as both have different meanings and thus different conversations.
But now we're in agreement, so all is settled.

I really feel the Amarr race is getting the short end of the stick with this proficiency change. As you said it doesn't affect the other races' weapons nearly as much as Amarr. Only CCP can cause so much more imbalance when trying to balance things. I am all good with increasing TTK, but the simplest and most balanced way to do that would have been to simply increase the EHP of all suits across the board!
Most tankers are like sand people. They frighten easily, but will quickly return...and in greater numbers.

May just have to wait an see what happens during an leading up to 1.8, this whole thing may turn out for the best however especially if it is potent against what you have a boost against. But some of this stuff should be happening anyways since CCP has been trying to establish the weapons, suits, etc., with their strengths and weakness tied to a races specific technology. Certainly EVE is not a vanilla space sim so I would hope Dust can be better than that as well.

The PLC just can't catch a break, that thing needed all the damage it could get to be effective at any role. More damage vs. shields isn't going to matter vs. a dual/triple hardened gunlogi.

Perhaps guns could have significantly increased recoil or an aspect of their operation recoil, ADS zoom, RoF, etc, proficiency directly improves these values.

Eh. I'm totally okay with the Proficiency changes.
It's the Damage Mod changes that I'm furious about. And the fact that the AR got nerfed about as much as the rest of the rifles is kinda... cowfudge.
Also, my prefered playstyle of HMG Fattie is now headed for the OP FOTM status, which means it'll be bludgeoned to death by a nerfbat in the next major patch.
