How does your skilling up lower your own TTK?
Anyways, I'm curious as to if they're going to keep the bonus percentage the same (3% per level). It sounds like that if you have a Scrambler Rifle, it does +20% to shields. Skill up your proficiency skill, and it becomes +23%, +26%, +29%, +32% and +35%. So instead of your weapon becoming flat out better against everything by a flat 15% damage bonus, now that damage bonus will apply only to shields.
In the end, your damage output will be the same at max proficiency, but only against the tank choice (shield/armor) that your weapon platform had a bonus against in the beginning. You won't be any better against the opposite type.
This will actually raise the average TTK, as you're killing half the tanks at the same rate, but the other half at a decreased rate.

simple logic bro.. Except that raising your HP raises your TTK. As in, it takes longer for you to be killed. Unless CCP changes the proficiency bonuses to greater than 3% per level, everyone's TTK is going to go up.

Only if by "our TTK" you meant "our TTK someone else." Which is what I was trying to clarify when I asked initially. You made a vague and possibly incorrect statement, and I merely trying to see which it was, as both have different meanings and thus different conversations.
But now we're in agreement, so all is settled.
