I believe your numbers are a bit of. A Complex Energizer adds 69% more shield recharge (60% base * 1.15 skill bonus).
So 40 base * 1.69 * approx 1.6 = approx 108 shield recharge.
That's still a lot, but you're sacrificing a lot to run that. At the very least you would need a CPU mod.

Even while accounting for stacking penalties ((60% * 0.87) * 1.25) it turns out 115hp/s with two.
Skill bonus is 15% I believe.

Couple that with the fact that the penalty only applies to base health, not total health, and you really don't sacrifice much more than two slots.
People will rather use a single Energizer and then likely be able to run without the CPU mod. I'm not worried about people with two Energizers.

Yeah, I'm pretty sure Caldari Assault will have around 360 base CPU, which will be 473 after fitting skills. Two energizers, two extenders and a weapon is already almost 400 CPU, so you can't run it without a CPU mod.
I doubt people will run that fit over a fit with only one energizer and no CPU mod.

Eh pretty sure it will have 40 shield recharge since Sentinel is 30 and Scout 50.
Assaults will need these buffs or Scouts will be way too OP compared to them. Though even with these buffs I can't see them being better than Scouts since Scouts got so many buffs this time and they will be truly OP (yes I said it).
