My advice, listen to Aero Yassavi and don't spend your sp on weapons and dropsuits yet. The best thing is to get your dropsuit upgrades done(Shield, Armor, core, electronics, and engineering) these will be you most important in survivability and fitting you dropsuits with good gear when you chose your dropsuit, weapons, equipment. Now under you armor and shield upgrades are you choices of armor plates/repairs, shield extenders/regulators/and energizers. you don't want to skill those till you decide what suit you want., well maybe not the armour reps because I use one on every suit
I disagree with Ryno(?) I would not worry about handheld weapon upgrades( gives you damage modules) to start with depending on your suit I would worry about what I listed above Just my opinion.

Yes, not sure if they apply to your starterfits though(your Free suits)

Depends on your suit, I personally have a minmatar logi on an alt I stack as much shield extenders/shield rechargers and some armor but more armor reps, now as you like to flank you would want as much shield or damage( your high slots) and dampening(your low slots) so you have some hp but it makes it harder to be scanned. This would work with scouts as they are naturally fast and hard to scan, making them the best at flanking, the other choice in my opinion is minmatar logi. they are fast and you have 2 low slots and two high slots at STD. And you can fit scanner, RE's, and an uplink.
