Scouts don't share passive scans. Though there are instances where (I'd say it's a bug because it is random when it happens) where you will see an enemy highlighted well beyond your vision but in the vision of others. For example I'll be 50m out from an objective and another scout will be fighting someone and I can see a red chevron well outside of my passive and LOS.
When it happens it happens randomly as far as I know.

No. I'm saying the scouts will dominate players all over the spectrum from newbs to even the best. But whatever man, I understand it already. You don't think scouts will be much of a thing in 1.8.

Gallente Logis will not be as important if the CPU/PG changes are too big, and Scouts will rule. They are already key parts to a good team. Now imagine an invisible Scout throwing REs from a catwalk.

Since CCP already stated that there will not be a PC fix in 1.8 the answer is quiet simple: on absolutely no way.

Last I checked, all districts in Molden heath are currently locked to become nothing more than ATM machines. Sorry, but I don't see scouts affecting PC in any way unless PC is fixed.

As the others have stated min scout has a secure role that isn't challenge, quick speed and hacking gives it an unbelievable niche that is non competitive to any other suit that it is pretty solid. A team won't be needing more than 1 or 2 per group though.
Gallente can play straight up light assault with the new numbers, giving you a near impossible to scan, fastest 900 ehp suit out there with built in reps. A caldari scout with 3 complex precision enchaners is defeated by one complex dampener on the gal scout (that doesn't even include cloaking bonuses). So cut back on some ehp and you became a completely invisible light assault. You will see these on the field, beyond the built in regen you can have allies or hives do the regen for you.
I don't think you'll see the Caldari or the Amarr scout much in pc.
In mainly due to racials, the precision bonus is only useful in picking up other scouts because no one else dampenes so low, and with the gallente being beyond the caldari scout, that just leaves 2 other scouts who can't be detected when cloaked. So the caldari scout A) Catches cloaked medium frames (which will be rare if never seen by min maxers) and B) catching min/ama scouts who aren't cloaked. The cal scout can't be made quite as effectively a light assault unit as the armor scouts.
While the Amarr have the same slot layout as the gal scout, no sane person would trade lots of stamina (racial and suit) for free regen and dp reduction (ask yourself what modules do you think they throw on in pc matches), if you were min maxing its gal>ama every time. I lack the imagination to see what the stamina bonus could do (when we first came up with the stamina bonus it was first theorized with +1 equipment slot over other scouts to make it an equipment runner)
Though if I had to give cal scouts a role in PC (it might be a waste on one of the 16 slots) it would evolve around spotting min scouts, thus it could potentially work as one of the duo in point defense particularly that min scouts are most useful away from the action and come in small groups.
As always, if you are a godly player you can play with a janitor suit on still come up on top but as it stands its about min maxing, and clear undefinable roles. Thus I say Min/Gal is PC ready, Cal/Ama not quite so.
