Well, I'm going to go ahead and say it probably makes it about 3% faster

I mean, they're misusing the word rate, but other than that it makes lots of sense from a game engine perspective- of course it's measured as the amount of time the gun has to wait between shots, that's what the game cares about.

What really doesn't make any sense is they use the term Decrease in [b]ROF[/]. ROF = how quickly it shoots. Reduction to that, It sounds like the gun shoots slower, which is counter productive.
