It's still a good weapon really. There's just another weapon that does everything it does better. I agree, right now the rails rifles are the jackass of all trades and all the beta weapons right now are overshadowed by the new rifles, plasma is supposed to dominate at close range but I would rather see an AR than a rail rifle at close range right now.
for the record, both Galente and minmatar are close range fighters in EVE. so, the CR and AR are both supposed to be effective in close range.
ppl complain about the Cr being op, but it just works in close range like the galente ar which is still op. regardless, the galente ar has better damage fall off than the CR which is weird because plasma is supposed to have shorter range. lol
nonetheless, the only working minmatar weapon is going to be nerfed soon.
