Vehicles have Resistance Modules(aka Hardeners).
Heavies will have a natural resistance and it would make sense that we would get modules that can stack this. Not only that but it'll add variety to the battlefield since there's a new way to tank.
Also, why no Counter-Resistance Modules? With a small Counter-Resistance percentage per module, it could work out, I believe. A combination of Damage Mods and Counter-Resistance Mods would make for an excellent glass tank fits.

Well if done right, hardeners wouldn't be useless...Hardeners give you like -45% Armor Shield Damage
Counter-Resistance Modules shouldn't boast it by +45% because that would be OP against infantry and vehicles. It would probably be better off as +3%, +5%, and +10% like damage mods with obvious penalties. Same for Resistance Mods with the opposite effect.

I don't see why CCP would be against this if they're nerfing damage mods. Could base these two module types on the new nerf. Also Heavies wouldn't be impossible to kill. They don't have too many slots so they would have to forfeit eHP just for added resistance.
Counter-Resistance would make sure that heavies wouldn't be OP. Damage tanks who focus on taking you down as quickly as possible no matter how thick your hide.
