It would definitely be interesting to have shield and armor hardeners on dropsuits, but I don't think it would work out. CCP seem to be drifting towards nerfing the damage mods, so they're likely not happy with how many you can stack and how powerful they can be with the right suit. Not only that, but imagine a sentinel suit stacking a few of these things? They'd barely be taking any damage from most weapons and would be able to shrug off forge guns, RE's, and anything else that came their way.
Sometimes I miss never seeing tanks in a battle... then I remember the mystical flying soma, and I can't help but smile.

I don't see why CCP would be against this if they're nerfing damage mods. Could base these two module types on the new nerf. Also Heavies wouldn't be impossible to kill. They don't have too many slots so they would have to forfeit eHP just for added resistance. Counter-Resistance would make sure that heavies wouldn't be OP. Damage tanks who focus on taking you down as quickly as possible no matter how thick your hide.
Not necessarily against them, they just haven't figured out how to implement weapon altering mods in a way that they're happy with into the game yet. If they did what Bethhy said, that could work. Make the mods work across varying types of weapons. If you know you're going to be running across large areas with little to no cover, a mod that reduces laser weaponry damage or rail rifle style damage would be cool, but for it to work against all types of damage would probably not be a thing CCP would want.
