It's been said, but sidearm slot. People seem to prefer their rail rifles anyways. As for using one or the other, I'd guess some people using the SMG as a primary probably just spec'd into it fully and don't want to spend the SP to get the CR. Oh, and there's no reason to use a standard SMG over an Assault outside of the fitting requirements being much lower for the standard, though that's probably why CCP are removing the assault variants on the scrambler pistol and likely, the SMG come 1.8... so stock up on those assaults before they're no longer on the market place.
