I made a post awhile back on balancing out racial light AV options: here.
You're right that CCP has colloquially referred to several weapons as launchers (Logibro in this case), but they added this didn't imply they would OR would not make some other sort of AV available (which is a sort of pointless non-response that clarifies exactly jack-squat). It also didn't clarify if the fact the three weapons in question were categorized as launchers (PlasmaC, MassD, SwarmL) meant that the Amarr would necessarily get a launcher.
That said, I think weapon parity should be more focused on weapon role than weapon type.
For instance, with respect to shotguns, we can just say that we should have 4 weapons that fit the role of a short-range weapon with some wiggle room aim-wise. The idea of every armed force having a "short range" weapons is reasonable. To necessarily restrict them all to shotgun-like function does not.
For sniping, you almost have to have something fairly comparable to the current sniper rifle to compete. The current laser rifle would be a horrible counterpart for example because it the effective range even buffed a fair amount would still be about a quarter of the rail rifle. It seems reasonable that each race would need to develop a weapon that could actually fill the role of countersniping without literally requiring another race's weapon. Sniping is it's own weapon class, and weapon at the fraction of the distance just isn't comparable.
Rather than the launcher category, AV seems more meaningful because "role-wise" every race needs AV options within its own racial weapon set. Otherwise you have a situation where a race literally deployed infantry without considering or making any weapon to contend with a vehicular threat, which seems unreasonable.
Melee-wise, they already posted designs for "knives" for every race. Personally, I think this is somewhat unimaginative and more fanciful designs with functions extending slightly outside the scope we currently have nova knives would be good.
In short, I'd say Short-range, Sniping, AV, and Melee are more sensible goals for filling out racial parity. The mass driver's place in a "role" category is more sketchy, but while the aforementioned categories are roles that every armed force would reasonably need to have.

No reason you can't do both, honestly. There's actually nothing stopping them from making MLT of everything they have now. The models exist. The weapon roles are presumably defined. They just have to adjust some stats. Releasing the other MLT weapons should be as easy as pasting an existing STD entry and model, maybe tweaking the texture, and altering the stats.
I made a post a bit ago about making a MLT Assault Scrambler because I thought the fact that a Scrambler Rifle couldn't fit on an existing Amarr MLT suit with higher fitting was possibly a barrier.
The stats I came up with were:
MLT Assault Scrambler CPU/PG: 33/10 (same increase over STD at MLT AR, 7/2) DMG: 36 (5% lower damage than ADV ASS Scrambler, which is the same gap that is between every STD/ADV weapon, except swarms) Clip-size: 58 (about 80% of normal, same hit as MLT AR) Heat Build-up: 20 (about 33% higher than normal)
Making MLT items isn't exactly rocket science. Considering there's wide approval of them, and we've been asking for the rest for a long time... I assume they don't want us to have them? That's the only thing I can think of, but they haven't articulated it. None of the Uprising stuff got MLT versions aside from MLT basic frames. Those were the last MLT items made. We might get new MLT frames with the new suits (big maybe, they might put all the suits behind an Aurum barrier)... but.... aside from that? I'm not optimistic.
