Minmitar: -Shotgun: fully automatic, same dps as gallente shotgun (once it gets buffed), slightly more range of about 1-2 meters, but has a larger spread to accompany the increased range
-Precision weapon (precision rifle is currently in the works)
Gallente: -Precision weapon: NEED IDEAS
I would see the Gallente precision weapon being something like a marksman rifle. Give it about 100 meters optimal with 150 effective, a 1.5x zoom scope, a bit less damage per shot, and double the clip size. Make it have about the same ROF as the Tac AR but to make sure it isn't too good in CQC give it perfect precision hipfire (like the laser rifle).
Shotgun: Gallente: Give it about a +4 damage per pellet buff and an extra meter or two of range. Caldari: It fires a slug so make it optimal out to 20 meters with an effective of 30. Make it act like a pump shotgun, so it has 6 shots in the clip with each shot dealing about 300-400 damage but make sure it's hipfire is too precise to be effective in CQC. Minmatar: Slightly more range (2-3 meters) than the Gallente shotgun and a clip size of 20. Give it about 20 pellets that deal 5-6 damage each, give it high ROF but lower DPS than the Gallente. Amarr: Give it 6 beams with relatively tight hipfire so it does okay at about 12 meter the give it a charge function that tightens the beams so it can deal precise hits at around 17 meters. The overheat buildup from the charge won't be as strong as on the scrambler but is enough to lower the DPS to around that of the Caldari shotgun.

The mass driver is not an AV weapon, if it was then it would deal full damage to vehicles. I would call it a specialty weapon.
