It is a 3k ISK suit.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I don't know the value of the suits I run, I always end up gaining ISK so I stopped caring.

I run my 'Raven' BPO with exactly this. No damage mods - but it still works very, very well.
