Things of note for the 1.8 changes that are coming:
Scouts getting a CPU/PG buff.
Scouts getting additional high/low slots.
Scouts getting one extra equipment slot.
Scouts getting bonuses for fitting cloaks to compliment the knives.
BTW, I'm a dedicated knifer and I agree that the current setup we have now in 1.7 makes the scouts pretty gimped but so far I have been doing pretty well with the following fit.
[Balto]
Scout M-1
1x Ishukone Nova Knives
1x BPO SMG
1x Basic Sidearm Damage Mod
2x Basic Kinetic Catalyzers
Cost: Approx. 18,000 ISK total
Damage: Approx. 1,100 HP fully charged
Been able to go about 15/9, 10/5, 7/3 on average in most matches with this setup and make a nice profit despite the losses. If I can do pretty well with this setup right now, I can't wait to see how I'll do with the coming changes in 1.8.

Run your math again, bro.
You can't get 1,428 HP damage without a basic damage mod even with NK Proficiency to level 5 and Minmatar Scout Dropsuit to level 5 (which I already have).

For the record, I can wear the proto suit, but I refuse to wear due to the cost. The Scout M-1 does just fine.

EDIT: Damn it, I need to proof-read more often. tosh your wrong prof 5 with proto knives will do 1428damage with a full charge when both knives hit. i have tested this, the math doesnt add up but those are the numbers that happen trust me

Overall, I don't think it would hurt to include an optimization skill for the knives. It does seem odd that they don't have one but other weapons do. Let's just wait and see what CCP will put into the patch notes for 1.8. Even then CCP often sneaks in changes that aren't apparent in the patch notes.

Here are the stats for the knives in its entirety.
Apparently the knives have a "magazine size" of 10? "Max Ammo Count" of 100?
