According to the way you described this grenade, it is more oriented VS Amarr Scrambler Rifle: they would be VERY VERY STUPID to use this grenade against Scramble Rifles...
Generally speaking, I like the idea but it should be more effective against everyone instead of a limited group of targets (RR, ScR, and cSR - which, let's face it, won't suffer any problem from this grenade: why would you sneak behind an enemy sniper just to toss against him a Thermal Grenade???) Good point in making it effective against vehicles too, that's a use I'd take in great consideration...

If it is an AV-oriented grenade, it should have the auto-aim like the current Explosive AV grenade: if there are nearby enemy troops using a Scrambler Rifle then they shall suffer the effects too.

@OP: Nova Knives are charged weapons too: would they be affected by your grenade?

OP, your grenade looks really like an "all-purpose" weapon, with the lack of physical damage. While I like the idea, I think you should focus on one~two aspects, not everything...
Is the primary task to disrupt charging weapons? Or the ones with heat-sinkers? GÇó In the first group, you can count Charged Sniper Rifles, Rail Rifles, Nova Knives, Scrambler Rifles (not the Assault model), Forgeguns and probably something else GåÆ that's a good array of weapons GÇó In the second group, we only have Laser Rifles, Scrambler Rifles, Blaster cannons, Blaster Turrets and Antimatter Turrets (AFAIK the antimatter tank turret do not overheat, but I'm not a tank driver). GåÆ Few weapons, turrets included here
Second point: does the grenade have a secondary effect? GÇó YES GåÆ pick one or more (do not exagerate) and decide how it works GÇó NO GåÆ Should it deal some damage to infantry then?
Final point: is my grenade OP? GÇó YES GåÆ remove one or more effects and/or re-evaluate the ones you added GÇó NO GåÆ let's see what Dust players say
