Speaking from the perspective of someone whose AV is PLC, Flaylock, AV 'nades, and REs/PEs: I don't think any of those weapons/equipment are really in a bad place. They're not perfect, but they're not unusable either. I'd like to see some more explosives to help with AVing.
Honestly, I don't think the problem is so much with the stats as it is with the people who want to use the (light) AV. The majority of people I see using Swarms, PLCs, and AV 'nades just try to aggro the tank the instant they get the chance. Most don't even consider REs or PEs valid and they either get ignored or try to be aggro'd (ie: charging face-first at an HAV while attempting to stick it with REs). Those who are serious light AV players know that the role requires tactics, regardless of whether he/she is with a team or solo.
I was going to use that Installation...

I'd rather not see the overall SP required for AV reduced for three reasons: 1) AV isn't really a category and is hard to define. Reducing SP investment would also affect the SP for Explosives (which are not just AV, ie: locus grenades & REs) and both the FG and PLC, while "primarily AV" also affect infantry.
2) The only way to get better with AV is to use brains and not braun (like I mentioned before). Making powerful AV more readily available isn't going to help new players; it will just make the overconfident and lazy thinking they are better than they actually are.
3) People who aren't going to commit and at least attempt to get the job done properly don't need to get in the way of those of us who are trying to. I can't tell you how many times someone starts unloading on a vehicle that I'm setting up to destroy and it screws me over. Would rather have them harassing the infantry than having more people who think they can solo tanks.

most players dont use there brains they come from COD and other redo FPS games and will just sit here and cry till we do something to at lest shut 10% of them up.
SL could probably be changed with little consequence, less so the others. AV nades are attached to the Grenade skill tree (which includes Locus & Flux), so unless the tree were to be split, reducing the skill requirement would further support the nade spam from new players.
No comment on those 10%; don't want to touch it.
